CMHP Fellows 2025

The CMHP is delighted to announce that Rachel Hogan and Ciara Hallows have been appointed Fellows of the CMHP.

The CMHP awards its prestigious Fellowship to leading CMHP members who have made a significant and persistent contribution to the field of pharmacy in mental health.

Rachel Hogan is Consultant Pharmacist - Child and Adolescent Mental Health at Oxford Health NHS Foundation Trust. She has been an active member of CMHP for many years, regularly contributing to the Psych 1 & 2 educational events.

As a credentialled member she has always been an advocate of the College and continually encourages and supports other pharmacists to pursue credentialing and to develop their clinical and professional skills. She has established a local peer supervision group for specialist mental health pharmacists which has been hugely successful in helping less experienced pharmacists to develop and to progress in their mental health pharmacy careers.

Rachel has also established a national specialist interest group for CAMHS pharmacists and regularly advises and supports colleagues across the country. She has led some innovative work such as establishing a tertiary referral service for children and adolescents with treatment resistant depression.  Although this clinic is currently paused due to capacity constraints, it demonstrated a novel approach to managing treatment resistance in this vulnerable and complex patient group.

She recently gained her consultant pharmacist credentialing which reflects the profile she has more widely.

Ciara Hallows is Teaching Associate Professional Experiences Co-ordinator at Aston University.She is a tireless advocate for pharmacy technicians. She founded and continues to lead CMHP’s Psych Pharmacy Technicians course. This training and best-practice event for pharmacy technicians in mental health is now a well-established and highly regarded event.

Ciara’s long-standing support for mental health pharmacy include outstanding contributions to education, workforce development, and service improvement. She has consistently advanced clinical services through collaboration, innovation, and training, including interprofessional initiatives on wards and in specialist education programmes.

In her current academic role, she leads on placement design and delivery for over 650 pharmacy students, driving a 200% expansion in experiential learning.

Ciara plays a key national role through APTUK, having co-founded its mental health branch and serving as secretary, creating a vibrant, supportive network focused on education and development.

The Fellowships were announced by CMHP President Karen Shuker at the CMHP Annual Conference in Liverpool in October 2025. She described them as exceptional candidates and warmly congratulated them both on behalf of the College.

Karen presented Ciara with her Fellowship certificate at the conference. Rachel was unable to attend so she was presented with her certificate at Oxford Health NHS Foundation Trust by the Trust’s Chief Pharmacist Michael Marven.
